Go from this: to this: - - - Here we go!! Alright, so we’ll start out with this base from Gilmore Girls. I’ve already cropped it and resized it, so we can skip that step. Sharpen the image twice, then use the smudge brush to soften only Lorelai’s face (not the eyes, mouth or background!). Now duplicate the base layer twice, set both layers to Screen with one layer at 100% opacity and the other at 50%. Duplicate the base layer one more time and set this one to Soft Light at 100% Merge all the layers. Make a new layer and fill it with a tan (#e2d2ac), set it to Burn at 50% opacity. Make a new layer and fill with a bright blue (#0daef9), set it to Burn at 10% opacity. Merge all the layers. Now take this texture by 77Words, and set it to Soft Light at 100% Make a new layer and apply a brush set at Size:70, Hardness:0, Blend Mode: Screen. Set the layer to screen. And you’re done! Any questions, let me know.

Hope it's not totally confusing. I should point out, if I didn't, that this one is for Jasc/Corel Paint Shop Pro 9. It should work in most versions of PSP, and can probably be translated to Adobe Photoshop, but other than that I don't know how helpful it will be with other programs. ;D
